ASIAN ENVIRONMENTAL COMPLIANCE AND ENFORCEMENT NETWORK
Promoting Replication and Scale up of Best Practices
Background
The Asian Environmental Compliance and Enforcement Network (AECEN), a regional practitioner network dedicated to sharing improved policies and practices on compliance and enforcement in Asia, organizes a Regional Forum annually to report on activity results, conduct regional training, share and ensure effective transfer of knowledge and experience among members, and plan new activities. The annual forum also affords members an opportunity to collaborate and learn from other international enforcement networks and development partners. To support and encourage improved opportunities for women in environmental compliance and enforcement, AECEN presents the AECEN Award for Outstanding Service and Commitment by a Woman at the forum.
Program Objectives
On 10-12 November 2010, the Ministry of Environment of Japan (MOE) in partnership with AECEN, will convene the 2010 AECEN Regional Forum in Kyoto, Japan.
The principal objectives of the regional event are as follows:
- Identify effective strategies in national and regional replication and scale up of innovative approaches in environmental compliance and enforcement in Asia;
- Showcase innovative environmental compliance and enforcement programs in Japan;
- Share results and network accomplishments for the year; and,
- Present the Award for Outstanding Service and Commitment by a Woman;
Event Format
The regional forum will include a formal opening reception; plenary presentations and technical sessions on strategies for replication and scale-up of good practices, and small group discussions on concrete experience and possible replication/scale-up approaches for various AECEN initiatives. Technical sessions and workshop discussions will include expert presentations from the region (including Australia and New Zealand), the U.S. and international development partners.
Participants
Forum participants will include 40-60 senior officials and representatives from AECEN member agencies and other environmental agencies together with development partner representatives. At present, AECEN members include agencies from: Cambodia, People’s Republic of China, India, Indonesia, Japan, Lao PDR, Malaysia, Maldives, Nepal, Pakistan, Philippines, Republic of Korea, Singapore, Sri Lanka, Thailand and Viet Nam. In addition, 10-15 participants from Japan, including nongovernmental stakeholders and members of the academe, may participate. The final list of participants is mutually decided by MOEJ/IGES and USAID ECO-Asia. Only officially invited individuals/organizations can participate in the event.
