SINGAPORE: Tackling environmental crime is no longer about coming up with resolutions, but about taking action, said experts at the 2nd INTERPOL-United Nations Environment Programme (UNEP) Environmental Compliance and Enforcement Conference on Tuesday (Nov 17).

Issues like illegal wildlife trade and waste management, especially electronic waste, were high on the agenda.

Pollution-free garbage facility hits snag

Interior permanent secretary Wiboon Sanguanpong said that all elements of the project were ready to go, including staffing and finance, but they were still awaiting approval from the director-general of the Treasury Department for construction to begin.

Mr Wiboon said the pilot waste-to-energy project was planned on a 400-rai block of land (640,000 square metres) in Mahaphram sub-district of Bang Ban district in Ayutthaya province. The land is under the jurisdiction of the Treasury Department.

Ayutthaya to relocate huge garbage pile

Around 400,000 tonnes of putrid garbage rotting in a dump managed by Phra Nakhon Sri Ayutthaya municipality will be shifted to a new large landfill site within a year.

Management of the rapidly accumulating heap of refuse in the municipality is an urgent project that must be addressed, provincial governor Wittaya Piewpong said on Wednesday.

He said Ayutthaya was among the top 10 provinces with the highest amount of garbage in the country.

Speaking at a meeting on waste water treatment last week, Nghi also suggested increasing the fine for environmental violations, arguing the city's pollution levels were caused by a lack of awareness.

Environment pollution and waste water have greatly hindered sustainable development in the capital, according to a report by the Ha Noi's People's Committee unveiled at the meeting.

The report said huge volumes of waste, measuring about 6,500 tonnes per day, were pushing up the price of waste collection and transport to landfill and recycling plants located outside the city.

Factories face waste check

All factories will be required to register with the Industrial Works Department within two months in a move by the Industry Ministry to track how factories manage their industrial waste.

Deputy director-general Seri Atipatta said, starting today, the department will send officials to check garbage management systems and compile a database.

"Our department is going to check all factories in Thailand within two months," Mr Seri told a seminar co-hosted yesterday by Chulalongkorn University's social research institute on the Praeksa model.

Pollution control body asks civic bodies to set aside 25% of their budget for waste treatment

To ensure that civic bodies in the state adhere to the 2015 deadline set by the Bombay High Court to set up functional solid waste treatment and processing facilities, the Maharashtra Pollution Control Board (MPCB) has written to all municipal corporations and councils, including the Brihanmumbai Municipal Corporation (BMC), asking them to set aside 25 per cent of their budget for this purpose.

Less than a year for the deadline to lapse, only seven local bodies in the state have submitted an action plan for setting up a solid waste treatment and processing plant to the MPCB up to April.

S'pore malls, hotels told to report waste they dump

About 250 shopping malls and hotels in Singapore will need to report waste and recycling data to their National Environment Agency (NEA) from next year.

They must state the weight of waste discarded and channeled for reuse and recycling, broken down by type - such as paper, metals and food. Their reports must reach the agency by the first quarter of next year.

Companies must also submit waste reduction plans.
