Capacity Development Workshop - Twinning Partnerships on EIA: Lao PDR-Japan and Sri Lanka-Japan

[ Partnership information ] Summary of the Consultation Workshop

Government officials and experts from Sri Lanka, Lao PDR and Japan gathered in Yokohama, Japan to assist capacity development for environment impact assessment (EIA) implementation for Sri Lanka and Lao PDR under the technical assistant project of the Asian Development Bank (ADB). The Capacity Development Workshop on Twinning Partnership on EIA between Lao PDR – Japan and Sri Lanka – Japan brought approximately 26 participants together for three-day workshop in Yokohama, Japan on 25-27 June 2014. The Ministry of the Environment, Japan (MOEJ); Japan Association of Environment Assessment (JEAS) and Environmental Resources Management (ERM) Japan organized the Workshop in collaboration with the AECEN Secretariat. The Workshop invited a total of seven government officials from the Central Environmental Authority (CEA), Sri Lanka and the Department of Environmental and Social Impact Assessment (DESIA), Ministry of Natural Resources and Environment, Lao PDR, and it also received technical inputs from Kawasaki city, Japan and Pacific Consultants. The Workshop followed up the Consultation Workshops held earlier in Sri Lanka in December 2013 and Lao PDR in January 2014 where priority areas for assistance were identified. This Workshop provided participants from the mentee countries with the opportunities to learn good practices and lessons in implementing EIA systems in the priority areas from mentor country as well as all participants with mutual learning from sharing experience. As part of the workshop program, participants enjoyed hands-on learning experience from the field trip for a few selected matters/sectors (thermal power plant, water pollution control, transport) in addition to in-house lectures and discussions. Sri Lanka and Lao PDR will organize a follow-up training session in each country to conclude this twinning project in 2014.
